What is the best eyeliner?

I tried a lot of black eyeliner out and they either 1- smudge even when i don't touch it 2- fade away quicky or both of those. It's really annoying. I want something that is easy to apply, has a bold color, stays on for a long time w/o reapplication (I like to put eyeliner on the waterline) and does not smudge (waterproof is good too) thank you :)
