Does a girl like you if she does this?

my friend sometimes puts her hand on my arm, holds it there for 4-5 seconds and asks if its cold. Me and her are best-friends and she knows I love her and care about her. I'm always there for her and I never got mad at her once actually in person. I hanged out with her the other day and we were walking around at a softball game with her older sister. Her knowing I love her and wanna be with her, goes and flirts with other guys. Is she testing me? If so how and why? Why put her hand on my arm like that? She also asked me to rub her back because her sister wouldn't but I didn't cause I didn't know if she would think I would come off as weird touching her. Would she if she asked me, should have I done it? Sometimes she ignores me for abit in school and my texts. Why? She also put a new picture on Facebook with her hair dyed and she asked me if I noticed her hair. Is it a good sign? She always smiles at me and sometimes I catch her looking at me. When I catch her, she smiles and quicky looks away. She tells my friends that I am her girlfriend. Why would she say that if she said she wants to be friends? She also goes through my facebook on my phone and myyearbook. When she finds a girl, she asks me "who is this??" and kinda gets mad but not mad. She also went through my numbers once. idk if she likes me or not. I hope so! :) What does all this stuff mean? Can you give me a answer to what each thing means? Is she playing hard to get? if so, how do I manage it so she can be mine. Please respond.
